I am working with v5.1
When I attempt to save the installed Knot.glm as step I get an empty file. Is it a bug?

No. Conversion between types is not always possible. In any software. Say, conversion from mesh to step (or any parametric type) is generally not possible. It can be done with extra mostly manual work, which is nearly redesign. The opposite (conversion of a parametric type to mesh) works always. So saving any object to say vrml always works
KC skips quietly objects it cannot save to the specified format. In KC only BRep spline - based objects created at runtime or imported via step are saved to step
